The URAA targets all older persons; men and women in Uganda who have attained the mandatory retirement age of 60 years and persons under their care.

The above not withstanding URAA pays special attention to those most venerable OPs that have no formally established social security system to depend on for their wellbeing. Many such people live in remote rural areas, sometimes live alone or even when they have family they are still marginalized and ignored.

In the above regard therefore the URAA target group can be categorized as two. On the one hand there are those OPs that needs social and economic support through welfare and on the other, there are those OPs that are still energetic and all they need is encouragement and support to be able to continue working and supporting themselves.
URAA works through its partners and member organizations to fulfill its mandate.
